Sean is a retired U.S. Army officer, federal civilian and industry consultant/analyst with more than 41 years of experience in the leadership and management of diverse military, federal civilian agency, and commercial organizations. He has extensive knowledge in life cycle program management, contracting/contract management, logistics management, organizational management and leadership, and strategic planning and analysis in the federal sector.
Sean brings senior managerial and leadership expertise, providing various levels of contract and program management knowledge, policy implementation, and support to both large and small companies.

Significant strengths include the ability to solve complex problems, produce results, build and lead effective teams, negotiate successful outcomes, and develop and deliver technical training while managing critical defense systems and services cost, schedule, and technical performance. Demonstrated development, support, and execution of acquisition and business strategies to win federal government contracts and field state-of-the-art defense systems. Hands-on government contracting experience has resulted in effective translation of government requirements into understandable solicitation technical performance characteristics.

Background

Sean served in numerous Army and Joint acquisition command and staff assignments before retiring from the Army in 2005. He was commissioned through Officer Candidate School in the U.S. Army Ordnance Corps and his military educational background includes the Explosive Ordnance Disposal (EOD) School, Combined Arms & Services Staff School, and Command & General Staff College.

His military experience includes Commander, 123rd EOD Detachment; Ground Weapon Systems Technical Representative, Army Materiel Command Science and Technology Center Far East, Japan; Administrative Contracting Officer and Deputy Director for the Technical Assessment Division, DCMA Syracuse; Administrative Contingency Contracting Officer, Operation Uphold Democracy, U.S. Joint Task Force/United Nations Mission, Haiti; Deputy Director, Procuring Contracting Officer, command’s Acting Inspector General, Special Competition Advocate, and Delivery/Task Order Ombudsman, U.S. Army Soldier Systems Command Acquisition Center; Deputy Product Manager, Soldier Support Product Management Office (PMO) ; Program Integrator for the Patriot and Hawk missile systems, DCMA Raytheon; Chief of Staff, DCMA-East, Boston; Commander DCMA Milwaukee; and Commander DCMA Northern Iraq.

After retiring from the Army, Sean leveraged his network and knowledge of the military market as a consultant to establish and maintain relationships with government clients and prime contractors. He also worked to establish relations with major subcontractors and prime contractors to build strong competitive teams for government contract awards and successful program execution. Sean has experience in a wide range of technical specialties and has provided guidance and insight on military acquisition and procurement matters to improve industry competitiveness. As a CPCM, he also has experience as an expert witness in multiple litigations involving contracting issues.

In 2014, he assumed a government Contracting Supervisor position with the National Oceanic and Atmospheric Administration responsible for standing up the PROTECH program office and successfully resolving the issues in the five-year delay of the award efforts for the $3B PROTECH technical services contract leading to the multiple IDIQ awards. In 2016, Sean returned to industry as a Senior Strategic Business and Analytical Advisor supporting the Joint Project Management Office for Medical Countermeasure Systems.

In 2020, Sean assumed the position as the Director, Program Support Office, U.S. Army Medical Materiel Development Activity supporting approximately 100 Army and Defense Health Agency medical developmental programs and more than 300 fielded Army medical systems. This support included developing annual Program Objective Memorandums for all five project management offices, developing and executing more than 170 interagency agreements annually, conducted monthly acquisition training to the workforce, managed the Leadership Development Program, and provided guidance on all contracting actions and program milestone documentation. He retired from this position in September 2024.
